Mrs. Hulya Cayli was born in 1957. She has a B.S. in Chemical Engineering from Ankara State Academy of Engineering and Architecture. She worked as a Chemical Engineer in Industrial Property Department of the Ministry of Industry and Trade in Ankara. In 1992, she became the Director of Patents Department at the Industrial Property Department of the Ministry of Industry and Trade; and in 1994, she became Director of Patents Department at the Turkish Patent Institute.She worked for drafting laws on the Establishment of Turkish Patent Institute, the Protection of Patent Rights, the Protection of Trademarks, the Protection of Industrial Designs, the Bill pertaining to the protection of Topography of Integrated Circuits. She served as a member of the Permanent Experts Committee on Harmonization of Intellectual Property Rights with the European Community, as well as a member of the Industrial Property Sub-Committee of the Industrial Property Experts Committee on 7th and 8th 5-year Development Planning. She was a part-time advisor to the President of the Scientific and Technical Research Council of Turkey between 1996-2001. In 2000, Mrs. Cayli started working as a Patent and Trademark Attorney, and founded PARAGON CONSULTANCY INCORPORATED. Currently, she is the President of Board of Directors of PARAGON, presenting her proficiency together with an expert team. She is a member of AIPPI (International Association for the Protection of Intellectual Property), FICPI (Membership List of the International Federation of Intellectual Property Attorneys), Council of the EPI (Institute of professional representatives before the European Patent Office) and Committee on Intellectual Property Rights of TUSIAD. Ms. Cayli also acts as a court expert in the lawsuits relating to pharmaceutical patents & trademarks at the Specialized Courts of IPR in Turkey as well as other technical fields.
